FHA’s primary concern is that everything in the house functions properly and that there are no health or safety issues.

Kitchen:

All appliances present must be in working order. In other words, if a stove or range hood are present, they must be working.

HVAC:

If a HVAC unit is present, it must be in working order.

Electrical:

No dangling wires from missing fixtures.  Electrical outlets must work.
